This does not work. As a Reseller, you have to login to WHM (not cPanel) and create the account for you user there, and then the user can login to cPanel. Took a while and a support case but we got there in the end.
Why can’t I create a user account in cPanel?
As suspected, it was to do with the inaccuracy in the Reseller doc which said to create your user account in cPanel. This does not work. As a Reseller, you have to login to WHM (not cPanel) and create the account for you user there, and then the user can login to cPanel.
